It normally takes 6 - 8 weeks for a c2 application to be processed. One of the delays is the actual printing of the card which only takes place periodically. Including the tax clearance cert will not do anything to speed up the process. You should give them a call after about three weeks to see is it ready. Hopefully they will look at the application for you and tell you if there is anything further that you will need to send in.
