    I'm desperately undereducated with regards to Irish politics and have a question.

    Who is eligible to call for a referendum and under what circumstances?
    How routes are there to a vote?

    I think it's the Oireachtas...


    After a quick wikipedia check on the Oireachtas, under the heading 'Powers':
    Propose changes to the constitution (must be initiated in the Dáil), which must then be submitted to a referendum.
