Can you use the GPS Sky Caddie during club competitions, have used a friends one during a practice round. Fantastic for knowing the precise yardage. My opinion is that they would speed up play.

Generally no, but they can be allowed if the club in question makes a specific local rule allowing them.

I played with kingshankly early this year and he had one (or something similar). I thought it was a nifty thing but the fact that they aren't generally allowed and also the fact that they are specifically disallowed in inter-club competitions makes me ignore them for the moment...
I don't tend to play much 'away' golf and when I do I like to get a printed strokesaver... particularly the better quality ones, so you can see how far the hazards are from the tee etc... I like the 'old-school' feel to it even though it's not actually old-school to use a map I imagine!
If the GPS things were legal I'd certainly have one.

I've got ab SGS5 which I bought in the US. Good tool and can be used under local rules. You will need to pay an annual sub for the course maps......
