Garda vetting and having lived overseas

    I noticed a new line in an ad on the FAS job-board this morning:
    Garda vetting is required for posts that provide access to children or vulnerable adults. If you are deemed eligible and suitable for this post, you will be required to complete a Garda vetting process. Please note that persons who lived outside the island of Ireland for six months or more in the last three years will not be eligible for posts that require Garda vetting

    Anyone able to shed any light on this: are the Garda really not willing/able to vet people who've lived overseas recently? Is there some genuine reason why it's not possible?

    Or is it simply a new low in racism (we don't want anyone who's been tainted by being "overseas" recently)?

    (I've an Irish friend who was told that she wasn't able to volunteer for certain things because she lived in the UK ten years ago. She thinks the person was simply mis-informed, but 'tis very hard to find any factual information.)

    it's not that they are not willing, it's just that it complicate things and slows down the whole process

    you can always request vetting in a country you were living for a while

    its not true - the company I work for require Garda vetting and whilst it does complicate things to have to check out someone who lived abroad, it can still be done, it just takes longer. We have people working for us from several countries, some of which are outside the EU so it can be done. It is just that it is harder to confirm criminal records in other jurisdictions, particularly in those countries where language barriers are in effect, and also countries who have a poor record keeping.

    I think rather than be a new low in racism it is more likely a new low in laziness! I myself would be excluded on the basis of what you quoted, and I am Irish. A lot of Irish people would be excluded on this basis, so its not just a racism issue.

    I would wonder though, if it is legal? I mean its blatantly discriminating against someone because of where they lived previously? surely that is not allowed?

    I can imagine that in private when hiring some employers requiring vetting would choose an Irish national with an extended residence pattern in Ireland over a non-national who arrived in the last 6 mths - purely on the basis that the irish person can be vetted quicker.
