I am looking for a cable which will allow me to connect this connection:

    to this input:

I was in PEATS and they had never seen the connection before.

Do you know if the voltage levels / signals are compatible with a direct physical connection? or is some sort of conversion required?

Unless the conversion is done routinely, you probably won't be able to buy an adapter, so would probably need to get something made up.

second one dosn't look like vga to me, more like 9 pin serial. What are you trying to output, data, video, audio?

The second one is a 9 pin d type connector... They can and are used for both analogue or digital data.
