Is there any statutory requirement or internal code of practice that obliges an occupier of a premises or the contractors that he/she is hiring to place a sign/notice on the outside of the premises to tell the public that construction work is taking place inside the building?

    Thanks for any help.

If this is small work, then generally no. If there are more than 500 man hours(?) responsibilities increase.
