Tax fraud?

    I recently worked full time in a cafe/restaurant as a kitchen porter for three weeks. I seen the job posted on the fas website and applied, to my delight I got a reply back within a week calling me for an interview. I went to the interview and got a job just like that, I didn't sign a contract or even hand in a CV, everything was going fine but I noticed how the owner of the restaurant was hiring people and letting them go again after a very short period of time, then one day when I went into work I checked the roster and seen that my hours had been cut back drastically for the following week, I think I got maybe four hours, when I asked him about this he said it was because he wanted to divide the hours out fairly between everyone and that my hours would be back to normal the week after. That same day he had once again employed a new person who had taken over my job of kitchen porter who turned out to be the new chefs wife. I was not at all impressed over this but just got on with things on the cafe floor.

    That evening when I was at home after my shift the owners wife rang me to say that I would not be needed tomorrow because they were not impressed with my work that evening, so I could come and collect my wages the next day and they would talk to me, which is a complete load of bollix seeing as I was only working a two hour shift that evening and the restaurant was completely empty, all the work was done, and everybody was just standing around or looking for something to do.
    The next day when I went in to collect my wages the owner of the restaurant took me upstairs to pay me and talk to me about why I was been let go, and he spun a totally different story than his wife saying it was because it was so quiet, and he didn't have anymore work for me but he would ring me in a fortnight and let me know what the story was which he never did, he also said I was a brilliant worker and that he would give me an excellent reference if I wanted to find another job.

    Since then he has continued hiring people and letting them go again just like he did to me, could he be trying to avoid paying tax? He always payed cash in hand, and even said to me when I started "for now I will pay you cash then we will see after that." The man took over the restaraunt just recently with his wife. He didn't pay minimum wage or even give proper lunch breaks.
    I am signing on this week and I need my p45 so should this man have it by right? It clearly states on the social welfare website if you are having trouble getting your p45 from your previous employer it could mean they did not pay taxes and you can put in a claim so they will be investigated, so what should I do? And was he in the wrong? any advice would be greatly appreciated!
    Just to mention in the three weeks I was working there he must have hired and let go atleast ten people and that's no exaggeration.
