i am still waiting to receive my grant from Wicklow VEC, my friend got paid his in 2 payments of 3000 odd euro one week after another, do all the VEC's give out the grants like this or do some pay out monthly?

I'm pretty sure that every VEC pays out monthly installments. I'd say what happened with him is that he's gotten the top up grant which entitles him to get around €3000 in a once off payment as well as his fees back and €380 a month which would be about another €3000 at this stage from back pay. From here on in I'd say he's just going to get the standard €380 a month.
