Cork City Flooding

Watching the news tonight and noticed the government meeting at National Emergency Co-Ordination Center (NECC) for the 1st time ever.

Thought I would have a look at the Cork City Major Emergency Plan at

    http://www.corkcity.ie/ourservices/corporateaffairs/corkcitycouncilmajoremergencyplan/MEP_Public_Version_website.pdf

Guess what? The section dealing with severe weather is blank !!! Floods are not mentioned anywhere in the document.

Am I missing something or were they just badly prepared and never expected anything like this?

Any views on this or the response in general?

Does it surprise you? These are the same people that approved planning for an underground carpark in a flood plain (Kingsley Hotel). The planning for the hotel was also ridiculous, in fact I would question the right they had to sell the land to build the hotel in the first place, the land was originally left to the people of Cork as a civic amenity, not a cashcow.
Not to mention building the water treatment plant in that same flood plain without provisioning for potential high waters (e.g. Water tight foots on the building for a start).
Then we consider the lack of joined up thinking between ESB at the Inniscarra dam & city officials.
No wonder we have no plan for severe weather. That is not to take from all the hard work that the army, fire brigade & civil defece have done on the ground.

The version of the plan place online is not necessarily the current full version - it would be very odd indeed if the severe weather plans - usually a council sub plan, were absent from the real document.

    Why not?

Why publish it on www if you are going to leave parts of it out?
