What is the situation with work - after the flooding we have no water to my workplace, so the toilets won't flush and there's no hand wash facilities. Are we obliged to work or can we work from home? Is there any health and safety legislation for something like this?

Its up to an employer to provide a safe and hygienic work environment.
they can't force you to work in unhygienic conditions, unless thats your job, so just bring it up with management and see how they handle it.
If you're not happy with the situation then tell them in writing that you can't perform your duties in that environment.

Or you could bring in hand sanitizer for your hands, bottles water to drink and speak to management about going elsewhere to use toilet facilities.

They do have a legal obligation but in an emergency situation why not just try to make the best of it until the flooding is over and things are back to normal!

There is nothing much they can do about it. If you are really unhappy with the situation, and you bring it up with them, I'm sure they would agree to lay you off.
