Would a decent land leveller behind the tractor be capable of regular scraping our gravel (hard worn) lane to keep pot holes developing?

Yep, I have a neighbour that does this - seems to work well.

Would you know if it's necessary for your neighbour to "angle off" the leveller behind the tractor or keep a "straight pull" (in line with the tractor) on it? I know it's a long shot but I thought I'd ask anyway as this factor may influence the type of scraper we make/buy/modify!!
