How to make a server or be a host in MW2???

iv got a xbox360 just wondering does the computer pick the hosts maunally?? or do you have to own a server?? how would you go about creating a server? baiscally can anyone tell me how it works? because im fed up connecting to american hosts

the person with the best connection is normally chosen as the host...most of the time it doesnt happen
