Cavity insulation - avoiding drilling?

    We are thinking of getting the cavity walls filled under the SEI grant scheme. Back and gable walls are fine, but there is a finish on the front walls which means they can't be drilled externally. Ideally, it would be better not to have drill them internally either.

    Is it possible to fill the walls with insulation from the top of the wall e.g. by access to the cavity from the attic and pumping downwards? I'm guessing that it's not possible with foam, but what about cellulose insulation? The house is a bungalow.
