What am I best looking for if I want to start cycling? I don't have that much money but what is the best to start with where I can just gradually upgrade everything?

Well I reckon in or around €500. Less if possible or a little more if neccessary.

A friend of mine bought this bike last week and its a grand all rounder bike, especially for someone starting out

as with cycling equipment i usually wait for it to come into aldi or lidl as im pretty much a cheap skate and in highinsight the gear is very decent quality as far as im concerned i have never had any problems

Keep an eye out for secondhand bicycles, you can get decent enough cheap bikes if you are patient. I picked up a fairly crappy frame which had decent components for 200 quid. Got me through several 100k cycles in wicklow.

The DHB gear on wiggle is a good compromise between decent quality and price. Some bits and pieces from aldi/lidl can be quite good. Look out for the sales in CRC and Wiggle after christmas. Keep an eye on the adverts here as well, you can get good deals.

What type of cycling are you thinking of? Is it to commute, go to shops and pub or are you dreaming of long summer evenings pounding over the Wicklow Gap?

Just get a second hand bike in here or adverts.ie. Cycling doesn't need to be expensive, and as a beginner you're not really even going to appreciate much difference between a decent secondhand bike and one for €1000. Start off cheap and simple and see what you need from there.

Buy secondhand first something like a Giant SCR, Trek 1000, Specialized Allez for around 400 euro. When you are more flush / more confident sell it and buy a better bike. Starting small and upgrading is the more expensive way to do it. The good news is that if you buy a 400 euro bike, ride it for a year or two and keep it in good condition you will get nearly all of your money back on resale. You can then put that together with whatever you have saved and get a better machine.

This is better quality in my opinion. He is asking €700 second-hand.

If you're working, ask your employer about the cycle to work scheme that was recently introduced. This basically allows for your employer to buy you a bike and take the money back out of your wages over a period of time. The benefit to you and your employer is that it is exempt from BIK (Tax). As far as I know, the equipment can cost up to a max €1000, should sort you out!

More info here, under Budget summary 2009, hope this helps, should avoid the initial big outlay. It's really an interest free loan.
