I am not sure how it works in Belgium, but when I was bringing my car from Germany, I got my insurance over there in German registration office.
How it worked in Germany - I had to get the export number plates (car was NCTd - TUV valid) and the export registration document. In the office where the number plates were made, I was asked for how log I wish to have the car insured and so I got the insurance cover (for 4 weeks as far as I remember) together with the number plates.
