How to determine if rear window heater works?

I have a VW Polo 1L MkIII(94-99). I can't seem to figure out if the rear window heater is working. There is a switch for it to the left of the steering wheel above the hazard lights switch. The trouble is, I'm not sure which position for that switch is ON. There's a little light on the switch that should solve that problem but it never comes on. I would think the ON position would be the same as the hazard lights but the position of the light on the switch suggests the opposite. When driving I can't tell if it had any affect on the window because by the time the rear windows starts to clear it looks like the front demister got to it. Naturally I can't leave the front demister off to see if the rear window clears on its own for safety reasons. It seems to take a long time to start clearing which suggests that the front demister is doing all the work, is it meant to be quicker(as less than 10 minutes)? Is there a well known fault with the switch? Maybe the fact the light on the switch doesn't come on means it's not working or maybe the bulb is just blown.

Also, does anyone know how to change the minutes on the clock on the instrument panel? The button below it that you have to press with a pen changes the hours but there's no extra button for the minutes. The button to the left which resets the trip mileage doesn't seem to affect the clock.

If it is working, the mist on the rear window starts clearing from the little lines outwards. After a while you should see bars of clear screen mixed with bars of mist.
As this isn't the case I'd presume it isn't working.

First point to check is to see whether the cable is still attached (and making good contact) to the connector on the demister at the screen

Yeah it doesn't seem like it's clearing around the lines as one would expect. Would you know where the cable is for it? I do notice on the right side of the boot under a side panel marked with a cross(white with green background) that there are several disconnected wires but I think that was part of the extra stereo system installed by the previous owner for which some of the components were removed when I bought it. Come to think it, I remember that light on the switch coming on when the previous owner showed it to me but after I bought it, they removed some of the stereo equipment and that light has never come on since. Perhaps they had accidently disconnected the heater when removing the stereo components...
