If I just download a file from the internet am I at risk of getting malware installed on my system or is it completely safe until I execute it?

That wouldn't be a safe assumption.

Depends on how / where the file is hosted ... you might think you are downloading a file, but the link you click on might be a script which does all-sorts.

Be wary of what download links you click on ... and make sure you have antivirus, anti-malware / anti-spyware, and a firewall installed.

i wouldn't be overly paranoid but as trout said, it depends on the source. make sure you have a good antivirus running, something with continuous monitoring.
I use avast free. It has detected and isolated many bad files for me.
Any good anti virus (that's up to date) will allow you to be relatively free without having to be overly concerned.

edit\ mcafee or norton etc will do fine too.
