Scholarship application advice needed

    I am applying for undergraduate scholarship. The awarding criteria is partly based on a personal statement of ones long term objectives in the context of their studied degree.
    I know all universities prefer to hang on to their students as post graduates rather then lose them to other universities. Although I would like to state my intention of doing a specialist masters in the UK (unavailable in Ireland) as preparation for a Irish Phd I wonder is it really a wise idea to mention it. As they might prefer to award it to a student committed to staying in Ireland. Any advice would be much appreciated.
