    You'd probably need a certificate from a mental health professional to say you're of sound mind...that thing is a grotesquery of the highest order!

    You will need planning permission, just like any other house. My feeling is you will need a very sympathetic planning officer, or an area where modern or contemporary building is readily acceptable.
