Uganda MP urges death for gay sex

    A friend had a status update on this.
    A Ugandan MP has proposed creating an offence of "aggravated homosexuality" to be punishable by death.

    Ruling party MP David Bahati wants the death penalty for those having gay sex with disabled people, under-18s or when the accused is HIV-positive.

    Homosexual acts are already illegal, but the Anti-Homosexuality Bill proposes new offences and urges the toughening of existing penalties.

    Earlier versions of the bill were widely criticised by rights groups.

    The BBC's Joshua Mmali, in the capital Kampala, says the bill has a good chance of being passed as senior figures from the ruling National Resistance Movement are likely to back it.

    President Yoweri Museveni has made several speeches outlining his own anti-gay views.

    Gays 'persecuted'

    There are estimated to be 500,000 gay people in Uganda, from a population of about 31 million, according to gay rights groups.

    Gay activists have long alleged persecution and existing laws already allow large fines and life imprisonment for some homosexual acts.

    Mr Bahati's bill proposes widening the definition of homosexual acts and wants to fine or imprison anyone found to be promoting homosexuality.

    The bill states that its provisions are intended to "protect the traditional family by prohibiting any form of sexual relations between persons of the same sex".

    The International Gay and Lesbian Human Rights Commission has urged the bill to be dismissed.

    They say it violates several international agreements Uganda has signed up to - as well as contradicting the country's own constitution.

    But John Otekat Emile, an independent MP, said he believed the bill had a "99% chance" of being passed.

    "Members of parliament are overwhelmingly supporting this bill because homosexuality is illegal in Uganda, and we have that clearly in the penal code," he told the BBC.

    Emmanuel Dombo, an MP with the ruling party, agreed and said it was an important issue to investigate.

    "What we need to look at are the sentences - what kind of sentences or punishment should be prescribed for sexual offenders in this respect - that is the big question," he said.

    But our correspondent says the authorities already find it difficult to prove cases under current laws because evidence is difficult to obtain.

    Some people who have openly declared that they are gay have not been prosecuted because declaring sexual orientation is not a crime, our correspondent adds.

    When I read the title, I thought it meant that all gays would be executed, not just those who engaged in sex with the disabled, under 18s or were HIV positive.
    Still bad though.
    Boo death penalty.

    Death Penalty dropped, life in jail instead

    Dec. 9 (Bloomberg) -- Uganda will drop the death penalty and life imprisonment for gays in a refined version of an anti- gay bill expected to be ready for presentation to Parliament in two weeks, James Nsaba Buturo, the minister of ethics and integrity, said.

    The draft bill, which is under consideration by a parliamentary committee, will drop the two punishments to attract the support of religious leaders who are opposed to these penalties, Buturo said today in a phone interview from the capital, Kampala.

    Ugandan lawmaker David Bahati presented a private member’s bill on Oct. 14 which sought the death penalty and life imprisonment for gay people in the country. The Ugandan government supports the bill because homosexuality and lesbianism are “repugnant to the Ugandan culture,” Buturo said. Still, it favors a more refined set of punishments, he said.

    In addition to formulating punishments for the gay people, the bill will also promote counseling to help “attract errant people to acceptable sexual orientation,” said Buturo.

    The proposed legislation has attracted criticism from gay rights activists, both locally and internationally, who argue that the law would promote discrimination and hatred toward the gay community.

    How? Are heterosexuals who have HIV criminalised in this bill? Why not?

    Do you also think it's right to put someone in prison just because they know a gay person? You've just picked one part out of the whole bill and are using it to defend the rest of the crap contained in it.

    Which should be illegal REGARDLESS of your sexual orientation.
    But good job on continuing the stereotype that gay people are complete deviants who need to be specially legislated for. Because none of the above could ever be committed by a straight person.

    eh is someone moderating this thread as I find some posts extremely offensive.

    Obviously this is a messed up law in a corrupt regime. I just feel sorry for all the gay people who live in Uganda who are born criminals before they even know it.

    Shame on you Uganda and the Irish goverment should let the Ugandan goverment know how distasteful this type of legislation is.

    why the hell should the Irish Government say something. We have enough on our plate to worry about some neo-facisit neanderthal laws being passed in a country a million miles removed from ours. This would only heighten the issue in our own country which is being delicately handled at the moment and will be brought up in its own time come elections.
