Applying for rent allowance

    Hi

I am currently living with my parents (paying them rent out of my social welfare) and am unemployed and on social welfare, I am going to college part time on a free frees initiative.
Me and my girlfriend (who are both over 25) are planning on moving in together, I currently live in Dublin but would be moving to kildare, she works part time and goes to college full time.
I was wondering what I would have to do to apply for rent allowance, and how likely it is we would get it, from what I am aware of you need to be already renting in the new place before you can can get any rent allowance. I also heard that the rent can not be more than 800 euro a month.
Hopefully someone can offer advise on this :)

    Thanks in advance.
