How do i get a ps2 to recognise the wireless guitar?? Its not new its from ebay but i have batteries in it and the red light at the top is coming on

There should have been a dongle that you put in the controller port.
If you didn't get it or don't have it, you won't be able to use it.

Its possible but they won't be going for cheap, not unique to individual guitar but to that Guitar Hero, Rock Band, etc.. guitar.
