The advice I am getting is I need to get a spectrum analyzer cost 2500euro. Someone please point me in the direction of a site for a cheap meter and advice on what I need.

If you operate in a specific part of the country then almost all of your customers will require the same aerial so you don't need any fancy equipment. For example, in the Dublin area all people need for the local stations is a wideband UHF aerial horizontally aligned pointing to Three Rock.
