My mate bought an iPhone 2 weeks ago for 199 euro.
He asked if there were any special offers coming up.
    He was told there weren't.
    Now they're free.

    Is it just tough luck?

Just back luck, the sales staff won't always be aware of upcoming announcments, this is the chance you take buying such an item

It's a risk you take when buying anything. Staff may or may not know about upcoming special offers.

Heaps were stung when Vodafone reduced the price of the N95 8gb significantly to counteract the launch of the Iphone by 02 in March 2008.

Is there not something about, if the price of an item is significantly reduced very shortly after it has been purchased, that you can argue for the difference?

Not entirely sure where i heard or read that, but I definitely read it somewhere... hmm..
