Most arts and crafts shops have tubs of glitter - or you can get it in little pots in places like Hickeys.

Arts & crafts glitter or cosmetic (ie, face painting) glitter? Arts & crafts glitter is cut with hard, sharp edges...Cosmetic glitter is cut so fine as to not have sharp edges that might cut/irritate skin & eyes... You can use cosmetic glitter in arts projects (although it's pricier, so not reccomended!), but can't - or shouldn't - use crafts glitter in face painting & body arts.
I can buy both types of glitter from my local arts shops, ie. Cregal Art in Galway. Although if you're looking for large quantities, you're probably best of buying over the 'net!
