increase in cars on the road = more tax?

    just a quick one, when the greens forecasst a large rise in the number of cars on the road, therefore they have to provide an incentive to reduce use. Are they basing that on figures from the amount of cars registered or taxed? I'm wondering this because im sure there a load of cars registered but no longer on the road.
