First thing you should do is be very clear about the machine spec you want. Write it down and stick to it (once agreed with the school).

I suppose direct to the manufacturer could be best, avoid the middle man and all that.
You could ring Dell and see what they can do for you but I reckon a lot will depend on the spec of machine that you order and make sure only to order what you need and don't let the salesperson try to add extra things if not needed.

Also shop around some retailers and compare prices and spec.

Either way it is also very important to find out about any after sales service they provide.
It would also be a good idea to inquire if they would agree to some regular upgrading plan, where for example, after 12 months half of the machines will be upgraded and 6 months later the other half will be upgraded...as machines will go out of spec very quickly.

    Agreed

Then, stick an ad in the papers looking for companies to tender.

Decide your specs and stick rigidly to them .
The big companies dell etc have people that are solely there to deal with such contracts and can often offer extras to clinch the deal .
I know that the navy put a tender out a few years ago and a top range Dell XPS was put in to clinch it .
