toxic for fish

I got some oils to burn in a burner with a tea light,it says on the little bottle of oil that it's toxic to fish,excuse my ignorance but does this mean its fumes are toxic or only if it comes in contact with the fish,like if its spilt into the tank? thanks Siobhan
