Window Sill insulation

The window sills in my (rented) house do a crap job of keeping any heat in. In fact, they are so old that in parts the wood had rotted away and created little gaps. I'm looking for cheap ways to insulate them that won't do any damage to the windows when I move out. Has anyone got any suggestions?
