can "scrapped" car be put back on the road

    I'm looking at a car at the moment,it was advertised for sale as car for parts.I spoke to the owner and he said the car had been issued an "end of life cert" by the council after the car was left abandoned on the side of the road(apparantly it was owned by a foreigner who went home).The car is perfect apart from a couple of dents etc.He bought it off a scrap yard with the intension of using the engine.

    So my question is,can I apply for a log book and put it back on the road if I buy it?

    If an end of life cert has been issued, then the car should never of been sold on by the garage, not even for parts.
    Stay away from it.
    I am surprised the garage have sold it on complete.
