state pension (non-contributory)

    If someone over 66 years of age getting the state pension (non-contributory) has only €50 of outgoings per week and their savings are continually rising each week can the pension of €219 be reduced under the means test?

    I know once they get to €20,000 of savings they will start to lose €1 per week for every €1000 of savings, but is there any clause that says 'evidence (pensioners bank statements) proves you can survive on (say) €100 per week and so that is what we are going to give you from now on'
