I have a new DVI & VGA video card, a DVI & VGA monitor, but I do not have a DVI cable, just the VGA cable. The card gives much improved graphics over the on-board graphics, but if I get a DVI cable, will that lead to a further improvement?

VGA is an Analog Signal. DVI is a Digital Signal. HDMI v1.0 was the exact same specs as DVI with the addition of in-line Audio. Check out the wiki pages for the 3 if you're feeling peckish. DVI will in most cases improve your image quality, where on some LCDs, a VGA can cause very subtle lines and flickers.
