How often should you re-submit site in webmaster tools?

Probably not an easy one to answer but how often should you re-submit your site in webmaster tools? What are the factors that would influence how often you should do it? Are there penalties for doing it too much?

You only need to submit one time. Re-submitting will not help you in any way.
