Not sure if you've checked already; but Fire-Support have the VN receiver in stock; albeit full receiver not just the lower. It's £95 (which should be about €103)

edit: whoops, misread the advert and didn't see the 'CA' bit. The above is for the G&P receiver

At the risk of thread spoiling, your CA M16 isn't the Vietnam version, it's the A3 I think.
Aidan the G&P one on gunfire.pl is around €85 shipped in under a week.
