Raft Foundation- Insulation Above Slab under walls?

I am about to start a new-build. We will have a raft foundation and the builder is proposing to put insulation above the slab. I think that's ok - but how about the blockwork internal walls? - He is saying he will basically put in the first course of blocks for the internal walls and insulate on top of the slab.
But won't that mean there will be a cold bridge through the internal walls down to the slab? Or is putting some "edge" insulation alongside the internal walls the way to avoid that?

Any help/Details would be greatly appreciated!

Who is specifying and certifying your build ? They ought to answer this query .

Having said that 2 options come to mind

1. Use AAC blocks ( Quinn )

2. Use foamglass perinsul to start the walls
