did you ring them when you missed the second visit? Or only two weeks after?

I rang them 2 weeks later as my landlord was speaking to him and he said he would call back again so i assumed he would..

Why on earth didn't you just pick up the phone and ring your local social welfare office to speak to the guy and arrange a time?
How can you be genuinely looking for work if you've been sitting at home all day supposedly waiting for an inspector who said he would come back but never gave a date or time?
