diceys is €3 on harcoutrt street but it's usually jammers. you'll be doing well to find somewhere cheap and not to busy.

Grogans, they do great Guinness and they're cheap enough. If you wrap up warm you can sit outside so it shouldn't be too loud. Great for people watching too.
