    A bit odd for the country with the highest per capita carbon emissions in the world...?

    Why not make what they already have more sustainable?

    BTW, it will also be the headquarters for the new IRENA (International Renewable Energy Agency).

    The population is growing rapidly. They might as well settle them in state of the art zero carbon emission planned communities.

    It is much easier to install sustainable energy systems on greenfield sites. Turning non-physically recyclable waste into energy requires an incinerator - which works most efficiently when installed locally, and plumbed into the community to provide heating and cooling in exchange for "rubbish".

    Ireland had no shortage of greenfield developments over the past decade, and aside from http://thevillage.ie, an opportunity wasted :-(
