Do you need a licence to buils a database of email addresses

Just a query. I know you cannot distribute peoples email address when communicating to groups unless you have their expressed permission, but do you need a licence to collect them in the first place?

I may be talking complete **** here but I don't think you need a 'license' (because they don't exist) but you may need to register yourself with the Data Protection Commissioner. Check out the DPA site anyways and fire them off an email with your question, I'm sure they'll have a better answer for ya.
