Handicap retrieval

I joined a club about 7 years ago and got a handicap (as a student member) but I have not renewed my membership in about 3 years so I'm currently not a member anywhere.

I've never actually played in a competition and am wondering what I need to do to get my handicap: Will my handicap still be the same (can I check this somewhere?) or do I need to join a club, fill out 3 cards and get a new handicap?

Once you stop being a paid up member, your handicap is kept for 6 months as far as I know.. after that it is dead.
Join up, fill out 3 cards signed by a member and enclose a note outlining your previous handicap/ability (approx) which will allow a new handicap to be awarded.

I'm in that boat also, but all clubs near me have huge joining fees.quite unfair for irish golfers . I won't have a car till mid 2010 too so I'm a bit limited for options
