What are the conditions for getting this type of insurance?

Does it cover all drivers over 25 with a full licence?

It usally covers anyone over 25 with a full licence (sometimes for a minimum period), provided that they are not your spouse (your spouse must be specifically on the policy). They sometimes also require that the person driving is covered on another vehicle under their own policy.

It varies by insurer, you'll really need to shop around.

I don't think so, but it does vary depending on the insurer. It's also significantly more expensive to have open driving on your policy, which is why I don't bother.

Varies from one insurer to another, the best thing to do would be to get in contact with an insurance broker, they will tell you which insurance companies will cover you on that & will quote you for the different insurers, then you can go direct & possibly get your insurance cheaper

There are loads of variations and depend on your individual contract. It could be any of the following
    Over 17, 21 or 25 Full Licence
Over 17, 21 or 25 Full or Provisional Licence
    Over 17, 21, or 25 and Under 70 etc.

The detail is usually on your Certificate

Quinn are usally the easiest to get it from.

Brokers are not keen on that sort of insurance, they are usually obsessed with named drivers.

My quote was an additional €65 for open driving.

quinn gave it to me at 21 and i only had full license 2 months.. my car is "high risk" so they might have figured that it's about as dangerous a car as i'd be driving.

"high risk" being a 1.8.. very annoyin.

I think there may be confusion between what I'd term open insurance and open driving, one meaning the insured can drive any car in addition to their own but that's not registered to them, the second meaning anyone with a licence and over 25(?) can drive the insured car. Or maybe its the other way around... But two seperate issues AFAIK
