    Redraw it in Illustrator.

Illustrator has a feature called Live Trace that can do that.
However looking at the logos on that webpage I would perhaps redraw manually trace the bitmap.

If you don't have Illustrator have a look at Inkscape.

Yeah I'd agree with the others replies. Redraw it yourself in Illustrator. Live Trace is a nice tool for certain things but if you want a fairly detailed piece of art recreated accurately then it won't be able to do that.

    You can also use photoshop.

    You can also use photoshop.
You can but... For logos it's best to stay in Illustrator.

I've gotten this far with the dasign for a feather flag, But i'm trying to get the light house on the bottom and have the different shades of blue coming from it. The light house is called hook light house in Wexford,
Any ideas? I'm crap at photoshop and in need of a course

You should really do this is Illustrator.
Also you should redraw as much as you can rather than try to shoehorn the existing banner in.
But assuming you only have Photoshop you should break up each element into different layers.
One for your text, one for your light rays, and one for your lighthouse photo etc.

Get a good high quality image of the lighthouse also.

Google "sunburst" to recreate those radial lines.
    Here for example:

I would use this method in Illustrator if you want vector art.

You should offer a trade with a graphic designer. They design the flag, and give you a vector logo and you give them a kite surfing lesson! :)

I'd be offering that if I was back in Ireland! :)

In your pdf the white writing with the black background is raster, this should be vector.

You could vectorise the picture of the lighthouse too, unless you get a hi-res photo of it. But generally logos shouldn't have photos in them.

Also the silhouette of the kite surfer is raster, this should be vector.
