Hey I have a window at home that has a draft coming from around the seal of the window. I'm not sure if it is the hinges or the seals that need replacing.

    can anyone advise?

I'd expect, if the hinges were the cause, they would have to be obviously loose or worn for a draught to occur. You should see excessive movement on the hinge when you push against it.

Check that the latch is pulling the window tight against the frame, it's possible it just needs adjustment.
