Irish holiday visa for Tanzanian man---- advice needed!!!!!!!

    i am looking for some information about holiday visas. I have a Tanzanian friend who has recently been refused a holiday visa to come to Ireland for three months. He is a good friend so i need information as soon as possible. to date his application has been refused. he has all the checklist requirments to get a visa but for some reason he has been refused. Has anyone else been through the same experience? do the department of foreign affairs change there minds after a decision has been made? The reason why he is comming is to be here for the birth of his child with an irish woman who lived in tanzania for a few years, he is her fiance and they intend to marry in tanzania sometime next year. to date the department know he is comming for a holiday, we didnt think it was required information that he will be the father of an irish born child. would giving this information change the decision? anyone who has experience with this is would appreciate if they got back.
