In Cydia, add the repo http://apt.iphone-storage.de/ - then, do a search for asBattery and install it. Reboot the phone. Go to Settings => General => Usage and there's a toggle to turn on battery percentage. I've had it installed for about a month and I see no adverse effects on my battery life...

If you have an iPod Touch I think you're stuck with SBSettings for this. The asBattery utility only works on the iPhone AFAIK.
