Roses and Sunflowers

Can anyone tell me when I should cut back my rose bushes, the look very stalky? (Hybrid Teas I think) I’d like to thicken them up, but not sure how to achieve this. The rose bush is still in bloom but I think they are coming to the end of season

As for my sunflowers, I’ve about 5 in one corner and they were a great success. They were very late bloomers (Mid September) and are still in bloom. What happens with them for the winter months? Do I cut them, Do they stay upright?

Finally, I read somewhere that is should weed feed and fertilise my grass at this time of year, is this correct?

I'll pop up a photograph of the roses later....
