Smart casual dress for day wear

    I'm looking for a smart-casual dress that I can wear during the day and that won't look too dressy. Ideally, I'd prefer something that I can wear with flats and then, if required, dress up with heels.

    I'd prefer something that is nicely fitted around the waist and then floats out from the hips, maybe A-line, and that is kneee-length (i.e. just stop on or slightly below the heel).

    Anyone know where I could find such a dress on a relatively low budget, though I wouldn't mind paying a little more for something that would last for years and not date)? Thanks!
