    if i don't qualify for JB or JA, should i still inform someone that im unemployed?

    yes, for two reasons:

    1) you don't know for sure that you don't qualify for JSA. You might. (I made this mistake and managed to get it backdated but wow, what a hassle!)

    2) if you don't qualify for JSA or JSB, you can still sign on for credits, which is important for pensions and stuff.

    i would think if they have savings (JA is means tested) or family income too high...
