Dell laptop svideo to tv problems

hello just wondering if anyone has a solution to the following have a dell laptop bought in ireland with a rca 34inch tv here in canada.. its connected by svideo but the image is very very blurry and shaky can barely make out what it is.. any suggestions

I may be wrong with this but I wonder if there is a setting in your BIOS to select TV output to be either PAL (most of Europe) or NTSC (U.S.,Canada and some others)

I am not sure that this is relevant to your problem but it is worth trying
You might like to try Dell's technical website for further info.
