Do I research and find out what place has the highest pass Rate and go there? Is that how it works lol?

I wouldnt get too wrapped up in all that thinking. Might be a much bigger advantage to do your test in your locality as you will know the roads a whole lot better. This to me would be more beneficial than looking at pass rates !!

Don't bother looking at pass rates, they're meaningless. What matters is your competency.
